Terrell McKinney (b. 1990) was elected to represent District 11 in 2020. He is the 14th African American legislator elected from North Omaha since 1892.

While attending Omaha North High School, McKinney became the all-state wrestling champion. While attending Maryville University he was named a NCAA Division II Wrestling All-American in 2010, earning his bachelor’s degree in 2014 and an MBA from Midland University in 2018. Currently he is attending the Creighton University School of Law. A fromer community organizer and hunger action advocate for Nebraska Appleseed, he continues to be involved with Black Men United, Policy Research Innovation; the Nebraska Democratic Black, and the Black Agenda Alliance.

In early 2023, McKinney is the chair of the Nebraska Legislature Enrollment and Review Committee and the vice chair of the State Tribal Relations Committee. He also sits on the Education and Judiciary Committees.
